    The author considers the physical culture and sports movement as an open system, essentially influencing on the level of human health and education, his physical working capacity and readiness to perform his (her) social functions. He believes that the realizations that movement's problems needs the complex of the normative-legislative acts. One of the conditions for the achievement of the optimal proportion of the centralism and democracy in management are is to perform the democracy in the limits of the centralized organizing element.
