What innovations has brought the seventh IOC president to the Olympic movement at the period from 1980 till 2001? What historical facts being the marks in the development of the Olympic movement were connected to Russia, to the role of the Russian Olympic Committee, to the capital of Russia - Moscow and to metropolitan sports organization? The author offers the historical model of the interaction of J. A. Samaranch and Moscow. Moscow. 1980. July. 83rd session of the IOC. Here mister J. A. Samaranch was almost unanimously elected the IOC president. The wide development have received the courses of "the Olympic solidarity" on all continents of the world in 80th. For the first time they have passed in Moscow. Since 1980th the seventh IOC president annually appears in Moscow. By the historical mistake it is necessary to recognize the refusal of the Soviet government to take part in the Olympic games at Los-Angeles. It is necessary to give back due to J. A. Samaranch, which has made all from him dependent to avoid this mistake. The special wisdom has shown by J. A. Samaranch in the integration of sports organizations and athletes of Russia and others 14 new Olympic committees formed as the result of the USSR disintegration. It would be desirable to tell about the World youth games especially, as they were, in the essence, the model of the Olympic games of youth of the world. Moscow once again has shown to all the world, as it is necessary and as it is possible to organize and to carry out such global happening, what Games in Moscow became.
