    The results of the research of the condition of the development of sports among the students of Russian universities are shown in the article. The substantiation of the social, financial and organizational bases of state and public structures activity has allowed to determine the level of the federal center, subjects of federation and universities competence in the development of sports among the students. The presence of the different levels of student's sports in universities and the insufficient theoretical development of the increasing of the sports skill of the students training in universities on the basis of long-term researches are revealed. The given problem is aggravated by the absence of ordering in the approaches to definition of the competence level and to the coordination of the activity of the authorized state structures, in the area of physical culture, sports, tourism and education. The carried out research has allowed to make the conclusion about the necessity of an establishment of the state policy bases and state guarantees of the Russian Federation in the farea of student's sports.
