    The purpose of this paper was the theoretical and experimental substantiation of the objective-substantial, methodical and organizational bases of students' unspecialized sports education perfection in the view of the humanization and regionalization processes in the education system in the modern socio-economic conditions. The complex researches with using the methods of a theoretical analysis both generalization and the wide range of pedagogical methods were carried out on the basis of state universities of St. -Petersburg. More than 3000 male and female students in the age of 17-20 years, and also more than 200 lecturers of St. -Petersburg universities have taken part in researches. The realization of the complex measures was described to comprehend the values of physical culture like new ones in the article provides using the new creative forms of work with youth public consciousness allowing in the modern transfer conditions.
