The management assumes the creation of conditions necessary for the effective functioning of physical culture and sports. That socially significant phenomenon should provide the influence on the physical, mental and spiritual condition of the new generation to solve the state needs for the increase of physical training and the serviceability of the population, perfection of sports of maximum achievement successfully. The training of the specialists of physical culture and sports is focused on the comprehension of the responsibility for the accepted decisions promoting search and introduction to educational-training process optimum administrative and scientific-methodical innovational decisions. The Tula state pedagogical university to the training process of students are demanded which are adequate to conditions of professional becoming of the teacher in the modern market relations. He (she) will be capable not only to change the character of functioning of the sphere of physical culture and sports in the educational organizations, but also to reform the methods of the management, using effective mechanisms of the modern management and economic analysis. The tendency on formation of the person of the business, enterprising teacher-manager with modern economic thinking, administrative culture, high feeling of the responsibility for results of professional activity in conditions of deficiency of budget financing is obvious.
