    The criterion for the estimation of the innovations in the system of the physical education is the historically proved principle of the harmonicity. It is expressed in the equality of training, development and education. The infringement of this principle results in skews for the benefit of the one or the other element, that is found out in the negative phenomena: the decrease of the level of health and the physical preparedness of a population, the deterioration of the condition of the moral education, the breaking of a person ability's formation processes. The principle of the harmonicity is urgent for the estimation of the character of connections between the system of physical education and the governmental structures. The essence of the current condition of these connections reflects the priorities of the internal connections of the system in its the relation to the external one. The interests of the state are not realized, its role in the management of the physical education is shown to the minimum as a result. There will be nobody to defend the Fatherland soon if the situation will not be changed. The important party at an estimation of offers is the accounting of the principle of the rational quantitative parity between the elements of the system.
