    The occurrence of the number of the educational organizations in the system of the additional education is the ambiguous phenomenon. The realization of the following actions is of the essential necessarity in this connection: 1) The licensing of educational organizations. 2) The precise definition of their purpose and the functional role. 3) The definition in each branch and in regions of the lead organization. 4) The direction of specialists on the improvement of the professional skill and the professional retraining in those educational organizations, which are the scientific-methodical centers in branch. 5) The creation of the systems of the complex use of the educational equipment and the urgent courses spent by the highly skilled teachers, the organizations of the additional education on the mutually advantageous conditions.
