    The purpose of this paper was to analyze the opportunity of the discussion among the broad audience of the experts and the public for a long time silent, but, in our opinion, the vital topic connected to the planning of the development of the physical culture and sports in conditions of the transition to the new social and economic relations. The technique of the development of the program of improving of the physical culture and sports of the population of the industrial center is presented in the article. The program of the development of the physical culture and sports of the population of Omsk for the period 1999-2000 was developed on the basis of it. The given program was considered on the board of the administration of the city and was authorized by the decision of the head of the city self-management. The practical efficiency of the developed and realized program was approved during the carried out experiment in Omsk during 1999-2000.
