    The art of the social strategy displays in the coherent coordination of the inconsistent interests of the personality and a society on some common subject-substantial basis of connected development. Such basis is the culture in all variety of its kinds. The culture of motor activity serves as the subject basis of physical culture and sports the as social mechanisms of a civilization. The product of its development is the development of personal abilities of the individual and, simultaneously, training and saving of active part of a society. The direct object of the strategic management is the system of physical culture. The Russian system of physical culture was destroyed and has run into the chaotic condition during the democratic reforms. Such transitive conditions are investigated by the modern science about dialectics of developments in the nature and a society - the synergetics. The transition of this system into the steady condition is possible on the basis of the directed regulation of the processes of self-organizing and self-development of the culture of motor activity. The main obstacle in it is the cognitive-psychological barrier, which was developed during historical evolution of the science about physical culture.
