    The organization of youth tourism, rest and improvement is an actual task of the organizations not only of federal, but also the regional and municipal levels. The material and physical culture-sports base of children's improving institutions was catastrophically morally obsolete and in some cases is completely lost for the years of market reforms in Russia. The threat of liquidation or reprofiling for other needs of some children's improving camps, boarding houses, bases of rest, tourist centers and other institutions of improving and cultural-leisure areas, not bringing to founders of the momentary financial profit continues to be kept in the conditions of the market relations. Today it is obvious, that the reforming of the area of organized vacation rest of children and youth is necessary to the Russian society in XXIst century.
