The prominent feature of today's life became the necessity to make the decision of the various degree of the importance, from the household up to the vital. The main reason for that is the number of the connections, the multialternativeness of our life. The object of this research was the process of the education to the acceptance of the administrative decision in the conditions of the highest educational institution. The process of training of a specialist appertains to a number of those whose development demands the system and synergy approach. The pedagogical system as the system complies to the laws of pedagogical system genesis and it is the mechanism of the social, cultural, scientific-technical and technological heritage, that provides the transfer and the development of the necessary knowledge, and the development and the self-development of a personality. It is capable to develop the capacity, to make the administrative decisions and to accept the responsibility for their realization also.
