The development of the new educational system is impossible without the modernization of the existing organizational forms. The concept of the development of the Russian state university of physical culture, sports and tourism, apparently, should assume the creation of education-scientific-innovation complex, that will allow to provide the concentration of resources on the priority directions of the development of the branch. The university complex should be formed with all structural elements necessary for its effective functioning: faculties; research, scientific and technical laboratories; the centers of teams and sports reserve training; the centers organizing monitoring of health and practical work on the correction of the physical preparedness of the population; developmental divisions; the medical and biologic centers; the innovational structures, making and realizing ready innovational production; the divisions, providing the marketing activity of the university complex, etc. It is supposed, that the university complexes, will include in the structure various level educational organizations. The most attractive model of the integration at creation of a university complex is the Association of the educational organizations.
