    The management system of physical culture and sports in Russia is not the optimum both on the federal, and at the regional level now. The normative legal base in the area of physical culture and sports does not allow to carry out the constitutional law of each citizen of Russia on exercise by the physical culture and sports and to provide the high-grade becoming and the development of the professional sports. The question on the necessity of the acceptance of the appropriate normative-legal action, which would adjust the relations following from the agreement about rendering of the sports services has ripened in the article. The sports organizations should be guided in their activity by the uniform civil legislation, and the services according by them in their volume and content correspond to the uniform requirements.
