    The necessity of the updating and the correction of documents, describing the requirements to the graduate, is caused by the changes which have taken place from the time of the development of the qualifying characteristic of the specialist, had been working in physical culture and sports in 1988-1990 till now. The attempt to differentiate the socially significant kinds of activity for which solving graduates of three steps of higher sports education were prepared was made in the variant of qualifying characteristic presented by the authors. The professional work of higher schools of physical culture graduates is defined as pedagogical (or improving-pedagogical); therefore the most expedient represents the structurization of the professional skills according to the psychological structure of the pedagogical activity. The conceptual position allows to reflect the modern and perspective requirements to the graduate, with the support on which the decision of those or other tasks of activity is supposed. The last are described in the language of "skills" most adequate to the purposes, the contents and ways of pedagogical activity in the area of physical culture.
