    The retrospective analysis of the development of physical culture and sports carried out by the authors in the Russian city (Omsk) allowed revealing the negative tendencies of the branch. As a result of development and execution by authors during 1998-2001 of uniform municipal strategy of the increase of quantity of indulged in physical culture and sports on 18 % was marked. The authors consider, that the further growth of the quantity of people using means of physical culture, is possible through outdoor sports in court yard and places of mass rest of the population (parks, beaches and so forth). It becomes obvious, that the intensification of the creation of a favorable infrastructure, organizational preconditions and conditions will promote the greater attraction of people to physical culture and sports. It should be one of the main priorities in the work of institutions of local government bodies in the field of physical culture and sports.
