The analysis of the constitutional bases of the management of physical culture system carried out in the article gave the author the basis for the following conclusion. Not the increase of the amount of branch laws but acceptance and realization of the appropriate target programs will promote the increase of management efficiency by system of physical culture at the present stage of development of the Russian legislation. It is a complex of actions, which are obligatory for the execution by all enforcement authorities, provided with financial and material resources and fixed by the legal acts. The legislative work should be concentrated on the preparation and modification in working federal laws which means the elimination of contradictions available in them and blanks on the basis of revealing conformity of these or that positions of these acts of the Constitution of the Russian Federation.
