    Estimating the modern condition of the highest pedagogical and high special education in Russia, many researchers and practice come to the conclusion about the crisis condition of the training of the teaching personnel. The symptoms of this crisis are shown that training of a teacher is not focused on the quality indicators, new principles and progressive technologies. The project of polystructural pedagogical system offered by the author includes three levels. Each of them contains sports-educational organizations. They have the strict functional purpose, subordination and interrelation. The numerous researches have shown - such approach in the greatest measure corresponds to the purposes and tasks of the society in the training of the professional staff and highly skilled athletes.
