    The concept of the "system of physical education" in the Federal law "About physical culture and sports in the Russian Federation" is defined as a set of state and the public organizations, which are carrying out their activity with the view of physical education of the population and the development of sports in the Russian Federation. However this definition, formulating the purpose of state and public organizations, does not open a substantial side of this activity. The analysis of concepts of territorial educational systems resulted by the author allowed him to offer his own definition of the municipal system of pupils physical education. In his opinion, it is territorially detached and rather independent part of a regional education system limited within the administrative and territorial units, having the controls and satisfying inquiries of children and teenagers in physical culture and sports services on the basis of educational programs and the network of educational establishments of various organizational-legal forms, types and kinds realizing them.
