    The real value of science in the universal movement is very great, it is much greater, than it's realized to be. According to the author's opinion, the systematization and the objectivization of scientific achievements of regional scientific schools at the end of XX - the beginning of XXI century, will allow to avoid chaos and lawlessness in the questions of protection of an intellectual property to create reliable preconditions for the observance of rights of the intellectual property on the results of scientific researches. The positions and the conclusions contained in article, can be effectively used in the practical work of high schools of a physical-pedagogical structure, for the further development of theoretical questions of development of inter-regional international scientific communications, becoming of diverse forms and methods of their realization on the regional level, and also in training of the appropriate experts.
