    According to the author's opinion the materials in the organizational - administrative plan given in the article, testify to the following: - It is inexpedient to unite establishments with different purposes in a uniform system; - The thesis "mass character gives rise to skill", i.e. the orientation in the institute of sports for an extensive way of development, has already become obsolete both in theoretical, and in practical aspect by the beginning of the 80th of the last century; - "The theory of a pyramid" is methodologicalally insolvent both at the construction of an institute of sports, and concerning the interaction of the institute of sports and system of physical culture of a society both in personal, and in wider context. These conclusions create a real substantial basis of fastening of the prospects of development of the system of maintenance of the institute of sports by the reserves in the legal plan.
