    The author describes the processes of institualization of the subject-objective relations in the physical culture and sports in the Kazan province in the second half XIX century. The given historical period was characterized by the processes of origin of a qualitatively new stage of comprehension of the essence of physical culture, its valuable potential. In the opinion of the author, these processes in the development find out two periods. the 1-st period (1860 - 1917) is marked by two forms of the organizational-structural construction of physical culture: state and amateur, organized according to the principle of private business. the 2-nd period (1918-1923) is characterized by the selectivity of the valuable potential of physical culture and sports, and also the occurrence of the state bodies of management.
