    The author offers the pedagogical system of sport for all development. the System-generating factor is an idea about social value of sport for all without the dependence from the purposes of the elite sport development as it has been earlier according to the scheme of "pyramid". The difference of the offered pedagogical system from administrative schemes is a structure which includes such subsystems as "pedagogical contents", "governmental regulation", "public regulation" and "technologies". In the opinion of the author, if the pedagogical technologies are developed in separation from the organizational aspects and on the contrary, if the administrative programs are developed without taking into account pedagogical laws, both situations are either unrealistic, or inefficient. The offered system has been introduced by the author in Rostov-on-Don in the form of the municipal program "Health of the nation" (1994-2005). The results of the experimental checking (the data of statistical monitoring and sociological interrogations) confirm the theoretical ideas which are the basis of the pedagogical system of the sport for all development.
