В статье представлены результаты исследований по обоснованию психолого-педагогических условий, необходимых для формирования организационно-управленческой компетентности у курсантов вузов МЧС России. В качестве основных психолого-педагогических условий, необходимых для формирования организационно-управленческой компетентности у курсантов вузов МЧС России, авторы отмечают необходимость включения в процесс подготовки курсантов отдельных планов, программ по формированию умений своевременно принимать правильные организационно-управленческие решения. При этом большое внимание должно уделяться применению средств обучения для формирования навыков решения профессиональных задач, на основе систематизированных теоретических организационно-управленческих знаний, а также средств обучения для развития навыков организации работы в малых коллективах исполнителей. Большое значение в процессе подготовки курсантов должно уделяться направленности на постоянный поиск путей повышения уровня мотивации у курсантов к самосовершенствованию в сфере организационно-управленческой деятельности, а также на формирование у них установки на профессиональное саморазвитие в сфере организационно-управленческой деятельности. Важными психолого-педагогическими условиями являются: разработка комплекса мероприятий по контролю над уровнем развития качеств у курсантов, необходимых для организационно-управленческой деятельности; выработка объективных критериев оценки развития качеств у курсантов, необходимых для организационно-управленческой деятельности; разработка педагогических мер для
The article presents the results of researches on justification of the psychology and pedagogical conditions necessary for formation of the organizational and administrative competence at the cadets of the higher education institutions of Emercom of Russia. As the main psychology and pedagogical conditions necessary for formation of the organizational and administrative competence at cadets of higher education institutions of Emercom of Russia the authors note the need in inclusion into the process of training of the cadets the separate plans, programs for forming the abilities to make the correct organizational and administrative decisions. Thus, much attention has to be paid to application of tutorials for formation of skills for the solution of the professional tasks, based on the systematized theoretical organizational and administrative knowledge, and tutorials for development of skills for the organization of work in small groups of the performers. The great value in the course of the training of cadets has to be given to the orientation on the continuous search for the ways to increase the level of motivation at cadets to self-improvement in the sphere of organizational and administrative activity, and on focus formation at them on professional self-development in the sphere of the organizational and administrative activity. The important psychology and pedagogical conditions are: development of the complex of actions for control over a level of development of qualities among the cadets necessary for the organizational and administrative activity; development of the objective criteria for the assessment of the development of qualities among the cadets necessary for organizational and administrative activity; development of the pedagogical measures for increase of the level of the organizational and administrative readiness of cadets.
