    Проанализирована ситуация в информационном обеспечении российской спортивной науки. Показано, что распределение компетенций между различными подведомственными учреждениями и общественными организациями, отсутствие системной функции научного координатора затрудняют прогнозирование прорывных спортивных технологий и новых угроз отечественному спорту. Предложено преодолеть фрагментарность информационного поля, обеспечить координацию в вопросах прогнозирования и планирования достижений в спортивной науке за счет создания сетевого распределенного ситуационного центра.

    The situation with information support of the Russian sports science is analyzed in the article. It is shown that distribution of competences between various subordinated institutions and public organizations, lack of systemic function of the scientific coordinator make vague and complicated to domestic sport any correct prognoses and well-timed prediction for breakthrough sports technologies and new threats. It is offered to overcome fragmentariness in information field, to provide high coordination in prediction and scheduling of achievements in sports science due to creation of the network distributed Situational Centre. The bases and reasons for its creation are described: in the field of normative legal acts of the top management of the Russian Federation; in the scientific and technological sphere - as new hybrid informational approaches, theoretical models and computer systems for prognoses and prediction of breakthrough innovations. Goals and functionalities essential to successful Situational Centre development as well as its key architecture components and analytical support tools needed are detailed. Conceptual tasks of the Situational Centre for sports sciences and techniques achievements prognoses are formulated. The Situation Centre new prognoses model abilities are demonstrated basing on FSBI FNC VNIIFK experience that allowed new breakthrough sport technology to be found for training the shooting national team for the Olympic Games of 2016th in Rio de Janeiro. The sequence of steps for the Situational Centre development is offered by the authors in conclusion.
