The article reflects the necessity of physical culture and sports activity systemic reforming. In this regard, sports training modernization should consider those criteria such as: social and economic situation of the region, municipalities (deficit or budget surplus), the demographic situation, the organizational structure of local governments in FC and S (monofunctional or multifunctional), the owner of sports property. Creation of sports schools monodepartmental belinging will promote purposes and tasks forming of sports reserve preparation concept and achieving goals on the international sports scene by maintaining a healthy potential of the country. It is supposed to establish the identity between the stages in sports programmes training and in extra general education (all-developing and pre-professional) programs in the FC and S. In the most difficult social and economic situation, the deficit of public legal entity budgets (urban districts, municipal districts, settlements), reflects specifics of sports schools working which do not have sports facilities on balance. One of the problem solutions is building in the municipal formations (urban districts (towns), municipal districts, settlements), having a deficit of local budgets and building of low budget sports constructions value of not more than 60 million rubles according to the formula of "50 % / 50 %" for regional sport schools.
